(UTICA, NY) Assemblywoman RoAnn M. Destito (D/WF-Rome) says New York residents who received assistance through the New York State Home Energy Assistance Program last year may mail in their applications for one-time regular HEAP benefits now, and do not have to wait in advance for the HEAP program’s starting date for 2009-2010 grants on November 2nd. Destito says the New York State Office of Temporary and Disability Assistance has started an early application process this year for the program.
Regular benefit applications are now being sent to households that received the one-time HEAP benefit last year, and they may be mailed back now to the state or local agencies that certify the applications, although benefits will not actually be paid to certified recipients until the program begins November 2nd.
“Last year, there were delays for many of the people who applied for one-time HEAP grants, so this year, New Yorkers who received the assistance last year can get a head start and apply now,” Destito said. “However, if you are a first-time applicant for a HEAP grant, you must wait until November 2nd to send in your application.”
Destito says this year, households eligible for a regular or “one time” grant who are responsible for their shelter costs, but who don’t directly pay for their heat will be considered for a $40 or $50 grant, but eligible households heating with oil, kerosene, wood, coal, pellets, corn, propane, or other non-utility fuel may receive a grant of $600 or more.
“This mail-in option this year should help reduce waiting lines at the agencies that certify people for HEAP eligibility,” Destito said. “I would urge anyone interested in applying for the program to avoid the rush, and return their application now.”
